Expense Reimbursement Policy in India (2026): Rules, Tax Treatment and a Sample Policy

What to reimburse, limits by grade, bills and GST invoices, when reimbursements become taxable salary, advances and a sample expense reimbursement policy.
In most small Indian companies, expense reimbursement works like this: an employee spends money on a client visit, collects a few bills (or doesn't), sends a photo on WhatsApp, and waits — sometimes for weeks — until someone in accounts finds time to pay. Finance has no idea what's pending. Employees feel they're funding the company. And at year-end, nobody can say what was spent on what.
A clear expense reimbursement policy fixes most of that. This guide explains how to write one for India in 2026: what to cover, limits and approval levels, documentation, how reimbursements are taxed (and when they become taxable salary), GST input credit, timelines, a sample policy you can adapt, and the mistakes that cause leakage and disputes.
General guidance as of 2 October 2026, not tax advice. The Income-tax Act, 2025 replaced the 1961 Act from 1 April 2026; check the current treatment of specific reimbursements and allowances with your CA.
The short answer
- Reimbursement = repaying an employee for money they actually spent on company business, against bills.
- Properly documented business reimbursements aren't taxable salary. Fixed allowances paid without bills generally are.
- A good policy defines: what's reimbursable, limits by category and grade, approval levels, bills required, the submission deadline and the payment timeline.
- Pay quickly — ideally with the next payroll — and show reimbursements separately on the payslip.
- Get GST invoices in the company's name and GSTIN where possible, so the company can claim input tax credit.
What an expense policy should cover
- Scope — who it applies to (employees, interns, consultants).
- Reimbursable categories — travel, local conveyance, fuel, client entertainment, communication, office supplies, site visits.
- Non-reimbursable items — personal expenses, fines, alcohol (unless approved for client entertainment), upgrades not approved in advance.
- Limits — per category, per day or per trip, by grade.
- Pre-approval — for travel, large purchases and anything above a threshold.
- Documentation — original or digital bills, GST invoices, boarding passes, fuel logs.
- Submission deadline — for example, within 30 days of the expense.
- Approval workflow — manager, then finance; higher levels for higher amounts.
- Payment — when and how (with payroll or separately).
- Advances — how travel advances are given and settled.
- Misuse — consequences of false claims.
Typical categories and limits
Limits should match your business and city costs. An example structure for a small company:
| Category | Junior staff | Managers | Bills needed |
|---|---|---|---|
| Local conveyance (cab/auto) | Actuals for official trips | Actuals | App receipt or bill |
| Own vehicle | ₹[X] per km (two-wheeler) | ₹[Y] per km (car) | Trip log: date, from–to, km, purpose |
| Outstation travel | Train 3AC / economy air with approval | Economy air | Ticket and boarding pass |
| Hotel (per night) | Up to ₹[2,500] | Up to ₹[4,500] | GST invoice in company name |
| Daily allowance / meals on travel | ₹[500] per day | ₹[800] per day | Bills, or per diem as per policy |
| Client entertainment | With manager approval | Up to ₹[X] per event | Bill with names of attendees |
| Mobile and internet | Up to ₹[500]/month | Up to ₹[1,000]/month | Bill |
| Office supplies | Pre-approved | Pre-approved | Bill |
Write the limits as ceilings, not entitlements — employees claim what they actually spent, up to the limit.
How reimbursements are taxed
This is where many companies go wrong.
Business reimbursements against bills — generally not taxable
When an employee spends on company business and the company repays the actual amount against bills, the payment isn't income for the employee — it's the company's own business expense. Examples: client meeting cab fares, hotel on a business trip, courier charges, office supplies.
Fixed allowances without bills — generally taxable
A flat "conveyance allowance" or "telephone allowance" paid every month regardless of actual spending is generally taxable salary, except where a specific exemption applies. Under the new tax regime, most such allowances are taxable. Paying a fixed amount and calling it "reimbursement" doesn't change its nature.
Common items
| Item | Typical treatment |
|---|---|
| Official travel and stay, against bills | Not taxable |
| Local conveyance for official work, against bills | Not taxable |
| Fuel for personal commute, reimbursed | Can be a taxable perquisite — depends on car ownership and use |
| Mobile phone and internet for official use | Generally not taxable when provided or reimbursed by the employer |
| Meal vouchers / food coupons | Limited exemption under the old regime; check the new regime treatment |
| Fixed monthly conveyance allowance | Generally taxable |
| Gifts to employees | Small gifts may be exempt up to a limit; check current rules |
Treatment of car and fuel reimbursements, meal benefits and gifts depends on specific perquisite rules. Take your CA's advice and record the basis for each category.
Do reimbursements attract PF, ESI or TDS?
Genuine expense reimbursements against bills are generally not wages for PF or ESI, and not salary for TDS. Fixed allowances may be. Keep reimbursements separate from salary components on payslips and in payroll.
GST input tax credit
If a hotel bill, cab invoice or purchase is in the company's name and GSTIN, the company may be able to claim input tax credit on the GST, subject to the usual rules and blocked credits (some food, beverages and personal-use items are blocked). A bill in the employee's personal name generally doesn't support a credit.
Ask employees to give the company GSTIN at hotel check-in and when booking travel, and train them to request GST invoices.
Advances
For outstation trips, many companies give a travel advance:
- Employee requests an advance with the trip plan.
- Manager approves; finance pays.
- Within [7] days of returning, the employee submits a claim with bills.
- Any excess advance is returned or recovered from the next salary; any shortfall is reimbursed.
Track open advances. Unsettled advances are one of the most common items left hanging in a full and final settlement.
Approval and payment timelines
| Step | Timeline |
|---|---|
| Employee submits claim | Within [30] days of the expense |
| Manager approval | Within [3] working days |
| Finance check | Within [5] working days |
| Payment | With the next monthly payroll, or within [15] days |
Paying approved reimbursements with payroll is simplest: one payment, one record, shown as a separate line on the payslip.
Worked example
Ankit, a sales executive, makes a two-day trip to a client in another city:
| Expense | Amount | Bill | Within limit? |
|---|---|---|---|
| Train 3AC | ₹1,450 | Ticket | Yes |
| Hotel (1 night) | ₹2,360 (incl. GST) | GST invoice in company name | Yes (₹2,500 limit) |
| Local cabs | ₹620 | App receipts | Yes |
| Meals (2 days at ₹500) | ₹1,100 | Bills | ₹1,000 limit — ₹100 disallowed |
| Total claimed | ₹5,530 | ||
| Approved | ₹5,430 |
Ankit submits the claim with photos of the bills. His manager approves; finance disallows ₹100 over the meal limit with a note. The ₹5,430 is paid with his monthly salary as a reimbursement line, not taxed, and the company claims GST credit on the hotel invoice where eligible.
Sample expense reimbursement policy
Expense Reimbursement Policy — [Company name]
1. Purpose. To reimburse employees for reasonable expenses incurred on company business, and to ensure expenses are approved, documented and paid on time.
2. Applicability. All employees.
3. Principles. Employees should spend company money as carefully as their own. Reimbursement is for actual expenses, up to the limits in Annexure A.
4. Pre-approval. Outstation travel, hotel stays and any single expense above ₹[5,000] need prior approval from the reporting manager.
5. Bills. Every claim must be supported by a bill or receipt. Hotel and travel bills should be GST invoices in the company's name and GSTIN, wherever possible. Claims without bills are reimbursed only with [finance head] approval, up to ₹[500].
6. Submission. Claims must be submitted through the HRMS within [30] days of the expense, with the expense type, date, amount, description and bill.
7. Approval. The reporting manager approves or rejects each claim within [3] working days. Finance may disallow amounts above the limits or without valid bills, with a note.
8. Payment. Approved claims are paid with the next monthly payroll and shown separately on the payslip.
9. Advances. Travel advances must be settled within [7] days of returning. Unsettled advances may be recovered from salary or the final settlement.
10. Non-reimbursable. Personal expenses, traffic fines, alcohol (except approved client entertainment), travel upgrades without approval, and expenses for family members.
11. Misuse. Submitting false or inflated claims is misconduct and may lead to disciplinary action, including termination, and recovery.
Annexure A: limits by category and grade.
Common mistakes
- No written limits, so every approval is a negotiation.
- Fixed monthly "reimbursements" without bills, which are taxable salary.
- Bills in the employee's name, losing GST credit.
- No submission deadline, so claims arrive months later.
- Paying reimbursements in cash without a record.
- Mixing reimbursements with salary components on payslips.
- No tracking of advances, which surface only at exit.
- WhatsApp approvals that no one can find at audit time.
How PeopleVio handles expense reimbursement
What PeopleVio does:
- Expense claims — employees submit expenses with date, type, amount, description and a photo or PDF of the receipt.
- Expense types — travel, client entertainment, fuel/conveyance, site visit, marketing, communication, office supplies and other.
- Approval workflow — HR or managers approve or reject each claim, with a note for the employee.
- Reimbursement through payroll — approved, unpaid expenses are added to the employee's next payslip as reimbursements, separate from earnings, so they don't affect PF, ESI or TDS.
- Paid tracking — each expense is linked to the payslip that reimbursed it, so a payroll re-run never pays it twice.
- Payslips that list each reimbursed expense by type.
What PeopleVio doesn't do (yet): it doesn't enforce per-category or per-grade limits, manage travel advances or read GST details from invoices. Apply limits during approval, and track advances separately.
| Active employees | Monthly billing | Yearly billing (per month) |
|---|---|---|
| 20 | ₹1,180 | ₹980 |
| 50 | ₹2,450 | ₹2,050 |
| 100 | ₹4,900 | ₹4,100 |
Prices exclude GST. See the pricing page.
Frequently asked questions
Is expense reimbursement taxable in India? Reimbursement of actual business expenses against bills is generally not taxable. Fixed allowances paid without bills generally are.
Is PF deducted on reimbursements? Genuine expense reimbursements aren't wages for PF or ESI.
What documents are needed for expense reimbursement? A bill or receipt for each expense — preferably a GST invoice in the company's name for travel and hotels — plus tickets, boarding passes or trip logs as applicable.
How soon should reimbursements be paid? Most companies pay approved claims with the next monthly payroll, or within 15 days.
Can the company claim GST on employee expenses? Often yes, if the invoice is in the company's name and GSTIN and the credit isn't blocked.
Should reimbursements appear on the payslip? Yes, as a separate line from salary earnings, so it's clear they aren't taxable salary.
Does PeopleVio support expense claims? Yes. Employees submit expenses with receipts, managers or HR approve them, and approved expenses are reimbursed through the next payroll, shown separately on the payslip.
The bottom line
A good expense policy is short: what's reimbursable, up to how much, with what proof, approved by whom, paid by when. Keep reimbursements separate from salary, insist on bills, and pay with payroll — and expense reimbursement stops being a monthly argument.
Still collecting bills on WhatsApp? PeopleVio lets employees submit expenses with receipts, routes them for approval and reimburses them in the next payroll — shown clearly on the payslip. See PeopleVio's pricing or book a demo.
