How to File PF ECR Online in 2026: Step by Step, With the New ₹25,000 Wage Ceiling

A practical, step-by-step guide to filing the PF ECR in 2026 — calculations for every kind of employee under the ₹25,000 ceiling, the ECR 2.0 file, TRRN, challan and fixes for common errors.
Filing the PF return is a monthly job that looks mechanical until the portal rejects your file at 11 pm on the 14th. This guide takes you through the whole thing: the calculations for every kind of employee, building the ECR file, uploading it, getting the TRRN, paying the challan — and what changed now that the EPF wage ceiling is ₹25,000.
It's written for the person who actually does it: the founder, the office manager, the accountant or the HR executive who owns PF in a company of 10 to 200 people.
Figures are as of 29 September 2026. EPFO changes rules and portal screens from time to time, so check the current position on epfindia.gov.in and with your consultant before filing.
Before you start: the checklist
You need these in place before the first ECR:
- An establishment code and an employer login on the EPFO Unified Portal, with a registered digital signature (DSC) or Aadhaar-based e-sign for the authorised signatory.
- A UAN for every member. New joiners who have never been members need a UAN generated on the portal; people who worked elsewhere bring their existing UAN.
- KYC for each member — Aadhaar, PAN and bank account — linked to the UAN. Unlinked KYC doesn't stop the ECR, but it causes trouble later for claims and transfers.
- The month's payroll, finalised. The ECR should come from the same numbers as the payslips. Don't file while payroll can still change.
Step 1: Work out PF wages for each employee
PF is calculated on PF wages, not on gross salary. For most companies, PF wages are basic plus dearness allowance, as earned in the month — that is, after unpaid leave.
If an employee's monthly basic is ₹30,000 and they took 3 days of unpaid leave in a 30-day month, their PF wage is 30,000 × 27 / 30 = ₹27,000, and they have 3 NCP (non-contributory) days.
Some companies also include other allowances in PF wages. Under the labour codes' definition of wages, if the parts of pay left out of "wages" exceed half of total pay, the excess is added back. Decide your wage components with your consultant once, then apply them the same way every month.
Step 2: Apply the wage ceiling
From 17 September 2026, the EPF wage ceiling is ₹25,000 a month (notification S.O. 5109(E)). It was ₹15,000 before.
Most employers contribute on PF wages up to the ceiling. Some contribute on full wages, either by choice or through a joint option for the employer's share. Whatever you do, do it consistently.
How the month of September 2026 itself should be treated — the change took effect mid-month — is a question to settle with your consultant. Some advisories suggest splitting the month; others apply the new ceiling to the whole wage month. Pick one approach, note it, and apply it to everyone.
Step 3: Calculate the shares
For each employee, with PF wage W and ceiling C:
- EPF wage for contribution = the smaller of W and C (if you contribute on the ceiling)
- Employee share = 12% of the EPF wage
- EPS wage = the smaller of W and C — but zero if the employee isn't an EPS member or is 58 or older
- Employer EPS share = 8.33% of the EPS wage
- Employer EPF share = 12% of the EPF wage minus the EPS share
- EDLI wage = the smaller of W and C; the employer pays 0.5% of it
Round each share to the nearest rupee.
Four worked examples (ceiling ₹25,000)
| A: Basic ₹12,000 | B: Basic ₹40,000 | C: Basic ₹40,000, age 59 | D: Basic ₹18,000, 5% VPF | |
|---|---|---|---|---|
| EPF wage (capped) | 12,000 | 25,000 | 25,000 | 18,000 |
| EPS wage | 12,000 | 25,000 | 0 | 18,000 |
| Employee 12% | 1,440 | 3,000 | 3,000 | 2,160 |
| VPF | — | — | — | 900 |
| Employer EPS 8.33% | 1,000 | 2,083 | 0 | 1,499 |
| Employer EPF | 440 | 917 | 3,000 | 661 |
| EDLI 0.5% | 60 | 125 | 125 | 90 |
A few things to notice:
- B: before the ceiling change, the same employee's share was ₹1,800 and the EPS share was ₹1,250. Take-home pay drops by ₹1,200 a month when you move to the ₹25,000 ceiling, and the employer's cost rises by the same amount. Tell employees before the payslip arrives.
- C: at 58, pension contributions stop. The employer's full 12% goes to EPF.
- D: VPF is voluntary, paid only by the employee, and never matched by the employer. In the ECR it's included in the employee share.
Admin charges
On top of the per-employee shares, the employer pays EPF administrative charges of 0.5% of total EPF wages, with a minimum of ₹500 a month. EDLI administrative charges are nil. These go on the challan, not on any employee's line.
Step 4: Build the ECR text file
The ECR 2.0 file is plain text, one line per member, no header row, with 11 fields separated by #~#:
UAN#~#NAME#~#GROSS WAGES#~#EPF WAGES#~#EPS WAGES#~#EDLI WAGES#~#EE SHARE#~#EPS SHARE#~#ER SHARE#~#NCP DAYS#~#REFUND
For employee B above, with gross wages of ₹65,000 and no unpaid days:
101234567891#~#DIYA SHARMA#~#65000#~#25000#~#25000#~#25000#~#3000#~#2083#~#917#~#0#~#0
Rules that keep the file clean:
- Whole rupees only, no decimals, no commas.
- Names in capitals, matching the UAN record, without punctuation other than spaces and dots.
- EPS wage never above the EPF wage, and never above the ceiling.
- NCP days never above the number of days in the month. Include days before a mid-month joiner started and after a leaver's last day.
- One line per member. No duplicate UANs.
- Save as a .txt file in plain ASCII or UTF-8 without special characters.
If you build this in Excel with concatenation formulas, copy the result into a text editor before saving, and check that Excel didn't turn a 12-digit UAN into scientific notation. That single issue causes more rejected files than anything else.
Step 5: Upload and validate on the portal
- Log in to the EPFO Unified Portal with the employer credentials.
- Go to Payments → ECR/Return Filing, choose the wage month, the salary disbursal date and the return type (regular).
- Upload the text file. The portal validates it and lists any errors by line.
- Fix the errors in your source data — not in the text file by hand — regenerate, and upload again.
- Check the summary: number of members, total wages and contributions. It should match your payroll register.
Common validation errors and fixes
| Error | Usual cause | Fix |
|---|---|---|
| UAN not found / not linked | New joiner without a UAN, or typo | Generate or correct the UAN, then include |
| Name mismatch | Spelling differs from UAN record | Correct the name in your records |
| EPS wage more than EPF wage | Ceiling applied to one and not the other | Recalculate both with the same ceiling |
| EPS share not 8.33% | Rounding or wrong EPS wage | Recalculate from the EPS wage |
| NCP days invalid | More than days in month | Recount unpaid days |
| Member already exited | Exit date marked before the month | Check the exit date on the portal |
Step 6: Prepare the challan and get the TRRN
After a successful upload, prepare the challan on the portal. It splits the payment into accounts:
- A/c 1 — EPF: employee shares, VPF and the employer's EPF share
- A/c 2 — EPF admin charges
- A/c 10 — EPS: the employer's pension share
- A/c 21 — EDLI contribution
- A/c 22 — EDLI admin charges (nil)
The portal generates a TRRN (Temporary Return Reference Number). Record it with the month — you'll need it if anything is queried later.
Step 7: Pay by the 15th
Pay the challan online through a supported bank before the 15th of the following month. Keep the payment receipt.
If you pay late, EPFO charges interest at 12% a year under section 7Q and damages under section 14B that increase with the delay — roughly 5% a year for delays under two months, rising to 10%, 15% and 25%. On a ₹1,00,000 challan paid 30 days late, that's about ₹986 in interest and ₹411 in damages. EPFO fixes the actual amounts by order.
Step 8: Arrears and corrections
- Backdated increments are filed as an arrear ECR — a separate file with arrear EPF, EPS and EDLI wages and the matching shares for each member. Don't add arrears to the current month's regular ECR.
- Corrections to a month already filed are made through the portal's correction processes or arrears — not by editing old payroll. Keep your payroll for filed months frozen, so your records always match what EPFO received.
Special cases worth getting right
New joiners in the middle of the month. PF is due only on wages for the days they were employed. A joiner who starts on the 11th of a 31-day month has 10 NCP days, and their PF wage is the basic earned from the 11th onwards. If they were a PF member at a previous employer, use their existing UAN — a second UAN creates a transfer headache later.
Leavers. Include a leaver in the ECR for their last month, with NCP days for the days after their last working day, and mark the date of exit on the portal. A leaver who is left out simply stops appearing, which breaks their service history.
Excluded employees. Someone who joins above the wage ceiling and was never a PF member before can be treated as an excluded employee. If you choose to cover them anyway, be consistent — don't enrol some and not others in the same situation.
International workers. For employees covered as international workers, the wage ceiling doesn't limit EPF contributions. Check whether a social security agreement with their home country applies before you enrol them.
Employees with no salary in the month. Someone on long unpaid leave has zero wages. Depending on your practice they either appear with zero wages and full NCP days, or are left out for the month — follow your consultant's advice and apply it consistently.
Salary revisions. A raise effective this month is simply part of this month's wages. A raise backdated to earlier months creates arrears, which go in an arrear ECR.
Records to keep for each month
- The ECR text file exactly as uploaded
- The portal's summary after validation
- The TRRN and the payment receipt
- The payroll register the ECR was built from
- Notes on any judgement calls (like the September 2026 ceiling treatment)
Inspectors ask for these. Keeping them together, per month, turns a stressful inspection into a routine one.
Doing all of this in PeopleVio
Steps 1 to 4, 6's split and 8's arrears are calculation work, and that's what payroll software should take off your hands. With PeopleVio's EPFO module switched on:
- Steps 1–3 happen in the payroll run. PF wages follow the components you choose, after loss of pay and mid-month joining or exit. The ₹25,000 ceiling applies from its effective date, with a company setting for ceiling or actual-wage contributions. EPS stops at 58, non-EPS members and international workers are handled, and VPF is supported as a percentage or a fixed amount.
- Payslips show employee PF and VPF, plus the employer's EPF, EPS and EDLI for information.
- Finalise the month to freeze payroll and the PF ledger.
- Step 4 is one click: the ECR 2.0 file is generated after validation — missing or invalid UANs, duplicates, EPS limits and shares, NCP days — so problems show up before the portal sees them.
- Challan heads (A/c 1, 2, 10, 21) are worked out from the ledger, including admin charges. Record the TRRN and payment date, and the month locks.
- Arrear ECR is generated from approved arrear adjustments.
- Reminders before the 15th, with an estimate of interest and damages if a month is overdue.
- Bulk import of UANs, member IDs and KYC status from Excel, and reports for missing UANs and pending KYC.
Steps 5 and 7 stay on the portal: PeopleVio doesn't upload files or make payments for you, because EPFO doesn't offer a public API for it. It also doesn't generate UANs. Before your first upload, compare the generated file with the portal's current ECR template once.
Frequently asked questions
What is the PF wage ceiling in 2026? ₹25,000 a month from 17 September 2026, raised from ₹15,000 by notification S.O. 5109(E).
How much PF is deducted on a basic of ₹25,000 or more? If you contribute on the ceiling: 12% of ₹25,000, which is ₹3,000 from the employee, and ₹3,000 from the employer (₹2,083 to EPS and ₹917 to EPF).
Is the ECR due on the 15th? Yes. The ECR and the challan payment for a wage month are due by the 15th of the following month.
Do I need a UAN for every employee in the ECR? Yes. Each ECR line starts with the member's UAN. New members need one generated on the portal first.
What are NCP days in the ECR? Non-contributory days — the days in the month the employee wasn't paid for, including before joining or after leaving.
How do I file PF on salary arrears? Through an arrear ECR with the arrear wages and shares for each member, separately from the regular return.
Does the employer match VPF? No. VPF is paid only by the employee, and the employer's share stays at its normal rate.
Can PeopleVio upload the ECR to the EPFO portal? No. It generates a validated ECR file and tracks the TRRN and payment. You upload the file and pay on the portal.
The bottom line
Filing a PF ECR is eight steps, and only two of them — uploading and paying — actually need the portal. The rest is calculation, which is exactly where mistakes creep in: the new ceiling, EPS at 58, unpaid days, VPF, arrears.
If PF is a monthly spreadsheet job in your company, let payroll do the calculation and produce the file. See PeopleVio's pricing or talk to us, and we'll switch on the EPFO module in a workspace so you can run one month in parallel with your current process.
